The bill (Reg. No. 0884) suggests establishing temporary (up till December 31, 2015) new qualification criteria for participants of procurement procedures, according to which, customers can require the participant to “have equipment and material and technical base, including the in-house facilities and/ or service centers on the territory of Ukraine…”, instead of “presence of equipment and material and technical base” as provided by the existing provision.
It was noted that adoption of the bill was “compelled by the need to further improve legislation in the sphere of state procurement, particularly in the part of support of home producer during the procedure of state procurement”.
